Malhotra attended Manav Sthali School after growing up in Nawabganj, Old Delhi. He was born in Delhi to a family of Punjabi Hindu Khatris. A graduate of Delhi University’s Hansraj College for the Arts. Working as an assistant in Gandhi’s costume department was his first taste of the film industry (film). After that, he worked as a production assistant on films like Khamosh, Mohan Joshi Hazir Ho!, and Jaane Bhi Do Yaaro. After trying his hand in the Delhi theatre scene, Pavan relocated to Mumbai and got his start in the television industry working as an assistant on the sets of the show Yeh Jo Hai Zindagi.

As a wardrobe assistant for the film Gandhi, Pavan launched his professional career. He worked as a production assistant for Mohan Joshi Hazir Ho’s Jaane Bhi Do Yaro. In 1984, he began working as an assistant for the television program Yeh jo Hai Zindagi after relocating to Mumbai. In 1986, he received his first acting job on the television program Nukkad. Later, he contributed to a number of well-known television programs, including Laagi Tujhse Lagan, Khidki, CID, Karishma: The Miracles of Destiny, and Zameen Aasmaan.
